The Human Rights Measurement Initiative (HRMI) is built to produce world-changing human rights data tools that track the human rights performance of countries. I am proud to serve this mission as HRMI’s Civil and Political Rights Lead.
Our survey team utilizes a yearly expert survey, currently administered to human rights advocates and experts across 44 different countries, to produce multiple types of metrics. Our Civil and Political Rights data are developed around two aggregate indicators that we create. The first, Safety from the State, includes freedoms from extrajudicial execution, enforced disappearance, arbitrary arrest, death penalty, and torture. The second, Empowerment, includes the rights to assembly and association, opinion and expression, and participation in government. Our People at Risk (PaR) data is built from respondent selections across 39 different dimensions of identity, providing a more granular understanding of rights non-enjoyment. Finally, our qualitative summaries of open-ended responses provide additional context and even more specific understandings of conditions and laws surrounding the right and country in question. HRMI also produces metrics on Economic and Social Rights, as well as workstreams targeting specific human rights concerns.
