When reviewing the human rights performance of member states, the Universal Periodic Review (UPR) consults a wide variety of actors for both information about current human rights conditions, and potential recommendations that could improve human rights respect. Many consulted organizations (especially non-governmental organizations) fall under the definition of other stakeholders, who submit documents with information and recommendations for review by the UPR.
The Universal Periodic Review Other Stakeholders Engagement (UPROSE) dataset is our attempt to unify and aggregate this valuable information for use by academics and policymakers. We collect information about other stakeholders who submit reports in a given process - documenting characteristics of NGOs and other actors, focus areas of their report, and recommendations they offer. The dataset will provide a locus of examination for many concepts of interest, including status, advocacy network ecology, and privileges of Western actors and NGOs. The project is led by Chun-Young Park and myself.
